Carlton was born on January 9, 1930, on the Cheyenne River Sioux Tribe Reservation in Eagle Butte, South Dakota to Lester and Ruby (Rousseau) Karns. After Carlton turned eight, the family moved to Missouri, and then later to Iowa where he began farming at a young age due to his father's injury. In 1952 he married the love of his life Theresa Heil. Carlton was drafted into the Army in 1953, in Germany during the Korean Conflict. After he honorably served his country, he returned home to the family farm. In 1959, he moved his family to Steamboat Rock and farmed there for 30 years. In 1990, Carlton and Theresa moved to St. Anthony to the Heil farm. After farming for over 65 years and selling Trojan/DeKalb seed for 50 years, Carlton retired. Carlton then became a farmhand for some close friends.
Carlton enjoyed spending time with his family, music and woodworking. He was very particular and took great pride in taking care of his home, farm, vehicles and farm equipment. Carlton and Theresa loved to go camping, traveling, gardening, dancing, and bowling. They also shared the love of his Native American heritage, history, decorations and music.
Carlton was very active and loved to help others. Carlton was a member of St. Mary's Catholic Church in Eldora, Sacred Heart Catholic Church in St. Anthony, and St. Gabriel's Catholic Church in Zearing. Over the years he served on building committees, various church boards, served on the Minverva Valley Phone Company Board and was St. Anthony's Mayor for many years.
